Build a two page website with landing page in Wordpress

BUDGET This is a low budget job as I have $75 allowance on this only. I will add the bulk of the content to the pages on site so the job is just to get the basis set up. BRIEF I need a website built in Wordpress that has a landing page as the index page with two links to take the visitor to one of two page locations on the site. Each one of these page locations should operate as if it was a single page theme with a static menu that connects to the content sections on that page only. Both these two pages can be virtually identical in design but will just feature different content when added. WORK ARRANGEMENT The site should be designed and set up remotely to begin with which can be checked. It will then uploaded to the live location at an agreed time when seen that it works. I cannot leave the live site down as active. I will provide the webspace logins. The theme can be discussed and provided if needed. This should be done within about a week. I would prefer a qualified Wordpress worker but may use a suitable other if the work is of a good standard. Thank you for looking.
