I would like to use facebook API as logon and also have it own forms authentication. I would have a landing page just like netflix, with sample movies which you can view a 2 mins trailer. A project like Netflix will require a ridiculous amount of development time. Even though I have quoted an excess of £50k, it can balloon further due to server costs ( sites that host videos require special servers to handle constant data streams ), a extremely good ISP to connect it to. As for the design, this would be the easy part and would take about a week with no functionality. Netflix have spent in the millions on their system/website. I cannot see this getting done for your budget if you ever need to be successful as they are.
