Create template to Make Site Mobile Friendly

I need a mobile friendly/responsive web template that I can plug in the data of, or data similar to, http://duval-taxi.com. Template should display correctly and pleasantly on all screen sizes and be standards compliant. (HTML5 and CSS3). Template should display correctly on emulators, including [login to view URL] (See http://mobiletest.me/htc_one_emulator/#u=[login to view URL]) As this template may be used on more than one site, multiple CSS files with built in schemes that allow easy Color/theme switching is a plus. This is the one I was working on, if that helps. [login to view URL] (I am not a coder) A pleasing layout with the following characteristics is desired: Space on each page for prominent phone number, space for prominent link, space for one google adsense ad, and, of course, the copy. All appropriate boiler plate and css files should be included and nothing within the design should interfere with search engine indexing. I just want to be able to plug in copy/photos, upload to server, and have it look nice.
