Build a Website for Live Meeting between university teachers with project documentation

Hello i need to build a website for "Live Meeting between our university teachers" (Audio and Cam) will work with two languages (English, Arabic) in details - every teacher will have his account "User Name and Password" - every teacher will have ability to create new meeting or live chat conference with Video - can close the Meeting session with password or create open session (public meeting or for only members who have the meeting password) - teacher can View Current live Meetings on his home page after log-in and able to join any meeting (with no password / or after enter password for protected sessions) with option to enable or disable his cam in chat session / Window - view All joined members Cam for this session (Like Attached Image) - as "optional" teacher can close / maximize any Video cam - enable or disable his cam for this session (to reduce traffic) - sign-out from the session Back End - Admin can add new account (teacher), Generate Password and send email with details - Edit any account or reset his password - disable / block any account and we need full documentation for this project as it is our Fair Projects
