Magento is usually harder. The theming process is painfully annoying. :) But it is a robust platform. You are also right, it wont affect anything in 3 years. So, assuming you will be picking the base theme to customize, my bid is $1600 to make sure everything is tidy and like how it supposed to be. Thank you and good luck with the project.
