Convert a PSD to a Adaptive Html

I need someone with awesome html/css/js skills to code a PSD template to html. The website will have 4 "resolutions" (media queires): 1 - 1280x720 2 - 1024x768 3 - 768x1024 4 - 320x568 It should be adaptive (breaking points) and doesn't need to be responsive (fluid). I have the PSD with all sizes. *** PLEASE READ BEFORE YOU BID: *** - I need someone which is reliable and detail oriented. (Every pixel, margin, padding counts). - Great communication and english is a MUST. - I'm NOT looking for a company, please don't bid if you're a company with lots of programmers. - Look the screens attached, it's the desktop version and we have a lot of pages that are almost the same in terms of layout/design. - Please, make SURE you know how to code it. I'm a programmer with lot's of projects so I need some help with this one. I need someone that can code it clean and looking EXACTLY the same as the PSD file (Think about it before you bid).
