Design a website with new requirements

We need someone to code for these features: 1) About us 2) Blog which will get updated by us and it should also link to facebook. People should come to see updates via facebook, have ability to share etc etc on facebook. 3) 2 forums for chat like how [login to view URL] is designed. People can see posts but to post, we need to log in. Log in has to done using a username and password like trackitt.com. People should have the ability to recover password. so log in sign up links. Detailed collected are: Email: Username: Password: Profile: Student / Parent ( User can pick up one) 4) Commercials will be paced like [login to view URL] ( on top , side). We do not have any inhouse help, so a set up should be given in which we can automaticcaly update commercials using some tool and the site will keep changing it. 5) Contact us form 6) Disclaimer 7) Privacy Policy 8) Email Blast feature to either parents or students with a facility to unsuscribe anytime 9) Need a logo 10) Google ad word set ups 11) Generate traffic 12) One button called Get Help which will take users to another site. ( contract for this site no 2) will also be given in due time. Basically, a site similar to [login to view URL] but I should be able to handle it myself without any help whatsoever.
