Bulk Email Campaign - Must be Spam Compliant

I have 2 campaigns that need to go out simultaneously. #1 Campaign: sending email to 500 to 600 email addresses. #2 Campaign: sending email to 16,000 email addresses. Receiver should have an option to unsubscribe from the list and meet the SPAM Act guidelines to avoid troubles. We need a good price, clean/white server, excellent inbox delivery and a gmail account set up for the blast. We will also need to have private online access to statistics on each of the campaigns. P.s: if you can revise the email template and have html capabilities - please mention it on your bid as that is important as well. I look forward to seeing your bid.
