Create a simple twitter bot

I need a very simple twitter bot. I am an artist and i want everybody that are talking about me on twitter to get a automated reply from a bot. The reply should be something like "Glad you like "x", you can follow him here: "@x". The bot should only reply to accounts that are NOT following me and it should also remember who it has replied to, so it only replies to each user once, even if the user tweets my name several times.
