Animated graph with geo-coordinates

Overview - I need a program/flash animation which will animate/draw the provided list of lines (.txt file) - every line will have it's starting and ending point. IMPORTANT: All line coordinates are taken from Google Maps (Mercator projection). Details: As I said, it can be C++/C# program, Python, Flash animation or Java (preferred). It doesn't matter, only what I'm asking is - it must work flawlessly. JAVA is preferred, but if you can make in some other language - no problem. The ideal program would be simple .exe file. In the same folder I would put two .txt files - one "[login to view URL]" and "[login to view URL]". When I run the program it should take all lines from "[login to view URL]" folder (every line/path would be in it's own (new) line in format ex. 45.815189,15.933249-45.815189,15.933249) - starting lat and lon, ending lat and lon. It should draw all those lines on a canvas in a light grey. Then it should draw line by line from [login to view URL] file in different colors, color will be specified in the beginning of every line - for ex. "G,45.815189,15.933249-45.815189,15.933249" would mean - draw this line on a canvas with thick green color, "R 45.815189,15.933249-45.815189,15.933249" would be - draw this line on a canvas with thick red color and so on. After every line program should be paused for about 10-100ms because it would simulate work of my custom Dijkstra algorithm. Program will need to automatically adjust it's "window space" or - it should recognize most eastern, western, southern and northern geo-point (coordinates) and draw all the lines proportionally in it's blank window. So for ex. left edge of the screen would be 45 lon, the right edge would represent 47 lon, top of the screen would be 18 lat, and bottom would be 16 lat so all the lines are visible on a canvas. And yes, it's preferred that the window is resizable, if not - then it should be 1280x720 pixels (720p). Simply, I need something like this (without 3D function) - [login to view URL] Also program should have zoom option (not needed the "live" one like in the video) - I should be able to zoom to specific region and then it would draw all those stuff. Of course, all the source code (and .exe/.fla file) should be provided and it should be as "clean"/documented as possible.
