Service VS Application My general rules of thumb are as follows If it needs to always run, it's a service. If it needs to be run under a particular user account, Network Service, Local System, generally it's a service (or a COM+ application) If the user needs some control over it, it's generally a notification area application. I have done it several times, mostly when i interfaced machines with software. both window service and window form will work okay. but i suggest window form as window form will also show a dash board. for me it will take not more then 5 days but still on the safe side i have to say 7 days. and for money. it will cost me at least my 400 dollars of time but as i want to get into freelancer i have to built my reputation. so i will charge you only 300

Experience with serial port communication and web services. In my opinion it is better to use form application because that way it would be easier to control application.
