A Sample Design of CSS controlled GUI Page

Hi All, As an initiative to re-design the look-and-feel of a GUI for our project, we'd like to invite experienced css/html designers to read the attached description and design a sample GUI page that met the requirements. Note that most design elements for the sample page are ready and can be downloaded from the links provided by the requirement document. The designers are encourage to make own artistic decisions to achieve the best look-anf-feel so long the basic requirements given by the document are met. We will pay $30 USD to buy the best sample page presented to us. The selected designer may joint the project to continue the GUI re-design. Thank you,
