Ad system like Vibrant media and Kontera

HI! We are looking for someone or company that will be able to create an ad system that will do the same thing as Kontera and Vibrant media. We just need to extend it. But it you think you can do better let us. 1) Modify our existing JavaScript to manage multi-ads from different advertiser. 2) Select for example 5 ads different and for each ads underline the most expensive term. So you have to use an array table and try to underline the terms. So if the ad gets 10 keywords you have to try underlining the keywords that is the most expensive if that keyword is not on the web page you have to try the next keyword. Also, keep in mind that we have to underline when possible only one term by ad. We also have to save each impression and click to the database. These features are working, but they need to be extended. We have to also save in the table of the ads to be able to control the ads rotation. It's not easy to explain everything.
