I need to create a world map using D3. I would use the data from the Cato Institute's World Economic Freedom Index([login to view URL]) to color code the countries based on their level of economic freedom. This would be a rails app but written in javascript for the d3 part. Two countries in the top 10 are Singapore and Hong Kong so there needs to be a part on the map that is clickable to view them. All I need is the code to get this running for a rails app.

You need choropleth map with tooltips? Or some other kind of interaction? How's your data defined? Do you have samples - maybe data needs some prprocessing?

I can guarantee a responsive D3 World Map with zoom and pan limits, graticule and equator lines, country names and colors, geo translation functions, geo coordinate plotting functions for points and text, and much more if needed. For Hong Kong and Singapore there are multiple solutions, the most obvious is to add a label with the name.
