From what you are describing I would suggest setting up another table with the fields in the list and sort_order. Then link up this table with the table with the data to sort. For the past 15 years I have worked with Excel/MS Access and 11 years with MS SQL Server 7.0 and 2005. I have been doing my contracting work with VWorker/Freelancer for the past 3 years; during that time I have completed 70 projects ranging from Excel/Access VBA to SQL Server database constructions.
