Customised outgoing calls

I need a SmartPhone, has no other function. and only allow make outgoing calls to the telephone number assigned by the administrator. I need calls to be recorded and categorised by Smartphone user from predefine status and deliver back to server via 3G/Wifi/Dropbox Admin role; -Push Contact list(Name,Telephone number,Remarks) to Smartphone user (daily or hourly basis) -Playback Voice recorded by Smartphone user(categorised by status eg. trash,potential,follow-up,failed) -View Online users with localtion, time logged and off. Do let me know if any of you able to deliver the solution.
