Convert and Recognize Plate Number From Image to Text

I need an Accident Management Mobile App in which these tasks are met: 1) User enters Vehicle information like Make, Brand, Category and type of vehicle. 2) Location of Vehicle is stored (using GeoLocation API). 3) User can take as many pictures of location. 4) User take picture of vehicle number plate which converts Image to text and fills in the blank textbox. this is the most important requirement of the mobile app. for more information please check my link on [login to view URL]
