Add mobile notifications to webapp (use Service Workers)

We need to add mobile notifications to a webapp that runs some javascript code. Our problem is: When mobile screen goes off, javascript code stops running. Need to implement Service Worker to enable javascript and add notification when certain event happens. Paying $10.000 CLP for this task, bids for more than that will not be considered. Thank you!
