Android Photo Dialler

I would like the development of a prototype app (as per the included picture) that will sit like a lock screen i.e. no other apps or screens can be access when activated. The screen should have up to four buttons that can be configured to display a photo/picture and have an associated phone number. When the picture button is pressed a further screen will open up the photo as a full screen with a customisable text box prompting the user to call the person in the photo. When this button is pressed the phone will dial the number associated with the photo. Photos and numbers can be stored in the phone book or in any other location. The configuration section will only be accessible through a pin or password protected login instigated by any mechanism on the screen and this is also the only way the app can be deactivated. I would also like the incoming call function to behave in a similar manner and again as demonstrated in the attached diagram. If possible I would like to be able to lock the phone to receive incoming calls from specific numbers only but this is not a major part at this point unless easily configured. Although I am technically experienced I have not done much in the way of mobile development so I would ask that you include with your bid submissions details of the languages, SDK's, emulators etc that you intend to use for the project. This is the first part of a large project that I am working on so there may be some future development required from successful bidders.
