Developer wanted for data collection application Android & IOS

I need an app developing that will communicate and upload the data it collects to a server. The application will have a start screen where you can select different sections - lets call them: 1 2 3 4 5 6 When you click on a section, a simple input field opens and you can start inputting text, photos and if applicable to the section selected, a simple drop down of predetermined selections. The data collected is time and date stamped and sent for storage on the server - added to the corresponding section number. Either updated immediately if a mobile connection is available or updated as soon as the app receives a connection I suppose the server database needs to be created and structured first. I need to be able to pull the data collected from the app and display it in a Java web-portal so other users of this portal can see the data and display it in different formats. Here is the framework that I want the data and app to sync with: [login to view URL] The man interface will be the Gantt chart: [login to view URL] I need this Gantt chart to communicate with the server and store data and display it in the chart. If a new task is added to the Gantt chart - it displays as a field in the one of the drop down in the app and vise-versa. I am thinking about using this product for the forms: [login to view URL] But I am unsure how the data is stored and if we can interface with it - and some of the forms I require are not in the standard templates offered. It may be just as quick to start from scratch?
