Simple application which locks both SIM cards for all operators except one

Hello guys! Look what I need. First of all, it must work on android version 5.1 and higher, because I had one application and it doesn't work for versions above 5.1 It is DUAL SIM telephone. Application is supposed to work all the time in background. That means application should check for example every 5sec which SIM CARD is inserted in telephone(from which network operator) and when it checks that, there are other actions that I will write down. Application should be invisible for user. And now, after application runs check on which SIM card is inserted, I need you to lock screen and require from user password if there isn't SIM card in telephone from network operator where application should work without locking screen. *Shortly, we work for one operator who wants to lock their telephones on their network. If there is any other sim card from other operator in telephone, application should lock screen and require a password that user can enter to unlock telephone and use it even there is sim card from other network operator. And I need to lock both SIM slots. I'll take T-mobile as example, like this is application for them. There is three ways: 1. There is not any sim card inserted in telephone. Then telephone should work normally, without locking screen by application. 2. If there is SIM card in first or second slot from T-mobile where one slot remains empty, telephone should work normally without locking screen by application. 3. If there are two SIM cards from T-mobile, both inserted in telephone, then telephone should also run normally without locking screen by application. IN EVERY OTHER COMBINATION, APPLICATION SHOULD LOCK USERS SCREEN AND ASKS FOR PASSWORD TO CONTINUE USING TELEPHONE I hope you understand what I need.
