C sharp logic engine - open to bidding

Hello. I am looking to design a logic engine similar to what Trip IT does. The idea is the application will scan a users email and retrieve any email that contains a receipt. I would like to store this in a database and present all the receipts to the user via a mobile application. The area that I need help in programing the logic engine that scan the users attached mailbox for receipts.
