Cloud Based - Restaurant Table Management System

I am looking to have a Web Applicaiton similar to OpenTable solution developed as a SaaS. The application should work well in all browsers as well as iPad and Android Tablet systems. This application should allow a restaurant to design the layout of their restaurant and take booking on the tables. Free slots should be available on the Web for online bookings or through a smart phone app. The look and feel for the application is currently being worked on but it needs to feel as easy to use as a pen and paper for taking bookings. After the user makes a booking, they should be invited to leave feedback/review for the restaurant. The site should also allow restaurants to host a profile and menus for users to see, and we should easily allow integration to the online booking engine from their own websites. The project budget that I have indicated should include development of an iphone/android and ipad app for booking on our engine.
