Creating a shape in google maps.

I need a php module written to generate a shape for hurricane forecast cones, so I can determine if a point resides within that cone. Here is one example: [login to view URL] At the bottom is the coordinates for the forecast points. Here is the image file associated: [login to view URL] The radius of the points is defined here: [login to view URL] So what I need is the ability to input the coordinates listed in the discussion, and then the ability to check if a point is within the 3 or 5 day forecast cone.
