ASP/CSS and PSD TO HTML with some backend coding

My website [login to view URL] does not match the attached design. I need someone to link the correct icons and change them from the toolbar. I also need someone to create a back end function to work with the rotating image front, and fix the tables in the content area as well. The only back end work is creating a place to manage the content of each icon page, and the rotating image on the main website. Please view the PSD attached FYI: There is already a back end that I can let you take a peak at along with ftp access. Part of the project is the implementation of some of the tabs that are not on the site now and building a place to edit that on the back end. Also looking for a place on the back end to edit the rotating banners you see on the psd. There will be some other coding with a back end place to edit certain pages that will need to be created.
