ASP.Net 3.5 User Management - Security Module

Project Bid/Proposal: I will need a detail workflow or diagram of solution provided with bid. I cannot accept a bid without one. Project Deliverable: Full source code, preferably in vb.net with a SQL scripts needed to generate supporting tables. Project Details: I need someone to design and implement a user manage module for an asp.net 3.5 website. There will a Users table linked to a UserType (or UserRole) that will contain security/permission levels to different aspects of the site. I need the ability to create an unlimited number of UserType/Roles that will independatly enable/disable various features across the site. The # features are not known yet, but need to not be hard-coded.
