Copy Prevention?(repost)

I have a web portal that I have been developing over the past few months. It is modular based, and is ready to be released with a few modules. I am having a hard time figuring out how I can track/license copies of it. The way I have it setup now is anyone who gets this portal system uploads all the files to /wwwroot/ Then they have to browse to the site ([[login to view URL]][1]). Once there if a certain file has a certain character in it, the site redirects to the setup pages, where users create the database (as long as they have the db login/SQL only), and the included files for the rest of the site. What I am trying to do is add in a 'Serial Number' in the initial setup form that will check a record in a remote database to match it against a record based something else to identify the installer as the buyer. I also need this to be put into every page on the site so the code should be something like a 'Sub' or a 'Function' that I can put into a include file. Please do not worry about encryption if needed for your code all you need is a call to a funtiom that I already have built.
