Please only coders, already experienced in the field of mentioned. No any web-php coding required. Small company needs an inexpensive solution for Car License Plate Recognition to control access to a parking lot. Korean characters recognition is desired. Car speed <20km/h. One car in frame. Low resolution camera. Target hardware is ARM controller board running Linux OS or WinCE ( primary target) or Industrial PC running Linux OS (satisfied) or Industrial PC running Windows XP/2k( worst case). At a first stage of this project software will be tested at WinXP based PC, so code must be portable. Coder have to provide execution file and source code. Pre compiled dll-s will not accepted as a source, except legal third-party SDK usage. Coder have to inform about any third-party royalties if final code includes one.
