Additional features for my art gallery, website responsive - REWIRTE all code..? - repost

I need to rewrite my gallery from scratch. It should be like it is now plus features attached. Rewriting because its it poor code , in audit you will see part of the problem. Of course without bugs, errors, and with clean PHP core code. Conditions : All chosen developer agreed to be checked by senior programmer who will be hired by me and on my cost. It will be short 30min max test of your skills ( about code etc) Developer agreed that final release money will be paid on 100% completion work. That mean only 100% milestones will be made, but you will be paid after you show me finished contract. Can be on your server - dont mind. Developer agree to provide full work schedule with amount and dates of milestone to be made by me before project will be awarded. If your policy not agree for that dont bid, not waste your and my time! I expect that you keep deadlines and good quality of work (which will be checked). Proper work description attached in files: - rewrite all gallery code - you can use part of existing one - but coping with errors will be really bad idea!! - 15 templates responsive - light and dark each - website ( without shop templates) to responsive - all new features need to be connected to admin , and work similar to already existing one. - better user statistics with graphs etc - keep all old data - possibility to add movies/ sound messages - small change to search engine ( possibility to hide it - easy) - record (save on page) send messages (send and received in different bacground) - fatures for adding works like in WordPress SEO by Yoast, - urls are not 100% seo friendly I expect that you advice me if something is missing or no logic etc...
