I will build this for you in Yii (an open-source framework known for its performance). I wouldn't use Flash, I'd use Javascript and HTML5 to create the designer apps. I will need you to take photos of every possible configuration. My designer will then photoshop each element so that it's just the element by itself (collar or buttons, etc). From there, I'll load each element as an item and program it so that the client can design their clothes as seen on www.tailorstore.co.uk.
