Changing an application from HTML and JS to PHP and Postgresql

I have a current website written in HTML and JS that runs an openlayers mapping application with a postgresql backend. The application is ever expanding and i now require it to be written in PHP to allow new layers, and menus to be added by just adding another record in a database table. i also require the JS to be produced server side to access the DB for layer attributes. This is a confidential project. You must have exposure to or good working knowledge of openlayers, javascript, PHP and Postgresql
