Configure website to customize Dreamhost server away from defaults

I have a plugin, ninjaforms, that I want to use as an employment application form. I don't have a [login to view URL] or .phprc or .htaccess file, so the server defaults are used. I need those files created and uploaded to the server so that I can customize the size of data transfer allowed by the plugin. If this is done quickly and efficiently, I also have another plugin (scrolling newsfeed) to customize.
