Custom made sitebuilder for hosting company

We need a custom, easy to use sitebuilder built in flash (not required) with the following features: - Compatible with Google Chrome, IE, Firefox, etc. - Drag and drop capabilities (must have) - Image inserts, text inserts, flash inserts, shapes etc. - Ability to manage size of layout and size of images, text boxes etc. - Ability to publish site via FTP - Ability to manage and create multiple pages - Ability to save and work on at a later date - Ability to adjust layers - And more ** ** Please note there are small extra features that I haven't added which fall under these categories. I can send an example sitebuilder if needed. We are looking for a professional who can do a good job in a timely manner. Past work examples are a plus. Budget is set at 250-750 but willing to negotiate if needed.
