Custom site design/developer needed for a backend management

Project Requirements: Project will need to be designed and developed from the ground up. Please bid accordingly. We will provide examples of competitors and site we like. The overall look of the site is fairly simple, just a nice clean web 2.0 style site. The back-end management system is the hard part. We will be looking to you for some guidance and recommendations on how to make the system better. Since I’m looking for a long term repeat business relationship, if you exceed my expectations I will add a 10% bonus to the agreed upon price and provide you first look at other work. Professional grade top quality work is very important. Payment Summary (see attached for more details): 85% of agreed upon amount due on completion of a 100% satisfactory site & 15% of agreed upon amount due in 30 days after completion of the site General Project Description: We need a management system that will allow customers to create an account, purchase a service, and will be able to monitor the progress of each service purchased. The user accounts will contain all customer contact info as well as all current and past jobs completed. For each active job the customer will be able post questions and comments and the contractor handling the job will be able to respond accordingly. As site owners and administrators we need to have full oversight and control of the jobs as well as ability to see all communication between customers and contractors. I want to make sure ALL communication is controlled within our system. Potentially a search function that red flags comments like, “Contact me at ” but this is not required. Contractor accounts will be manually created by us and will allow the contractor to input all required information about themselves. These contractor accounts will track the current and completed jobs as well as income pending and paid. When a customer orders a particular service the specs are posted and the contractors are notified of the pending work. I would like to have the control of specifying which services are able to be accepted by a contractor and which ones are not. Once a job is accepted by a contractor it will be removed from the pending list and the customer is notified that the project is accepted. The accepted job is then added to the contractor’s page and all details are available for the contractor to see and begin work. Each contractor will be required to post updates for the customer. Some jobs will require files to be uploaded so that the customer can approve. These will remain in the customers profile as well as the final project so files can be re-downloaded incase the customer loses the files. Once the job is done a completion notice is sent to us and the customer. We verify the work, verify customer satisfaction, and approve the contractor for payment.
