Delivering visual data under licence

I have visually unique and informative data in the form of still and video images. I wish to white label this data to multiple sources (ie. travel agents) who will pay an annual licence fee to display this content on their own website or sites in exactly the same way as you would embed a YouTube video. I would require a back office system that would oversee payments and the normal functions one would expect but most importantly the ability to terminate access to the data, and obviously the display on the subscriber’s website/s, if payment is cancelled or in arrears. I would obviously require this data to be hosted securely. The amount of data will continue to grow each year and I would want the subscriber to be able to select how much of that data it wanted to pay for and integrate into their website/s as some of it may not be relevant to their areas of expertise. I appreciate that more information will be required but at this stage I would like an indication of the ability to provide the functionality and the cost of building a robust system to handle the project.
