Apache applictaion to spool data

I need a small web application to spool out data from a set of data files. Each data file contains is 15 minutes of data. There is a "current" which has data written to it in real time. There are also some test files in a test directory. I need to be able to post a request for the following Real time spooling from the real time file Spooling from a start time up to the present time and then real time after this Spooling from a start time to a end time. Spooling the losty of test files Spooling a specific test file Apply a filter to filter files based on their contents, a simple grep type search will do for this. I have a shell script doing this now, which the developer can base teh software on. I need this software written in C/C++, not Perl or other scripting language. OS is Linux. As I am not an apache I need installation instructions and any configuration needed for Apache. There may be further work on this in future.
