Bulk Email Marketing Server Expert

We are looking for a Guru in setting up email marketing systems and servers, Linux environment. We host over 20 servers and need a Guru to optimise our servers for maximum delivery and reduce the detection of Spam. Server technology should have the mechanism to change the IP's on even 5-10 second basis so the IP's never get blacklisted and 80-90% emails reach Inbox. We have over 20 servers and must have the ability to send millions of emails per day if needed. We DO NOT SEND SPAM. We are a legitimate company sending 100% CAN-SPAM compliant emails. This need is IMMEDIATE. Only an Expert need apply. We need an ideas person that will come up with innovative ideas to improve our systems we are willing to listen to any suggestions that may help.
