Create Drupal form

Create two (simple) separate sign up forms. One leading to secure checkout where registration fees are paid. Data from paid members needs to be searchable by the 2nd group of unpaid members. Site is on Drupal 6x. Ideally using Ubercart system but not essential. The idea is that we would have 2 groups of users (plus admin's). Users in group 1 would sign up (at a cost) and submit relevant data with various fields (they'd need to be able to update their submitted data later if desired). Users from group 2 would also be able to sign up (but not be charged). Their data would be only stored for use by admin (ie me!). Users in group 2 should be able to login and perform a search of the data provided by group 1 so that they could then contact suitable persons in group 1. Ideally I'd like the basic framework of this to be put in place, so that I can easily change the signup fields to my requirements . So initially I only need a few basic fields (such as name, address, etc) and with group 1 flowing through to a secure checkout for payment. -prompt communication -need daily updates -on-time project delivery.
