Create Security Username on software to prevent sharing

Create a database or something to make it so people have to pay to login into the program or a website to use it. Basically a way for them to pay first then use a program / website. Also a way to keep track of it. It can be a database of php where they have to login the website then use the services offer in there Or it can be a program where they have to buy it in order for them to use it, login into the program to use them. A method to verify the payer have already paid before using the services / program. Verify by their Mac address / ip / any other things. Also you have to know alot of knowledge about these to offer your own advices/ inthought. This will be a big project/ long term project also, not just pay one time. I would love to hire / work with if needed to do this. You have to be quick with result, i expect real time communications not just email back and forth in 1 hour or 2.
