Create WordPress theme (template) from existing web page layout

I need someone who can help me to create a wordpress theme from the layout of an existing web page. The page design can be found as attached image (selected coder will get the link to the real web site for more details) and the wordpress theme have to look exactly the same except the following changes: - Menu must handle sub menu items. - Vertical lines may be added to the right and left sides of the page area (following the sides of the header image). - The theme must be intact even if wordpress version is updated. - Fonts may be changed to similar if needed.
