BPO/APPRAISAL exceptance software

We need a software program which will auto-refresh “Available Orders?? screen (in Windows browser) every few seconds and detect if a new appraisal service order has been posted by our client. then auto except the order. We are competing with other vendors to be the first to respond to an available order. As soon as a new order is posted, the program must be able to read information and respond instantly in order to claim the work order. We our looking for someone who has experience creating software application that will except BPO or Appraisal orders for the real Estate Industry.? The application will need to work with several appraisal/BPO suppliers that send out email broadcast to alert us when the orders have been sent. Thanks LS
