Client/Agent/Lender Private Message Board for title company

I need a private message board developed and implemented for an Abstract Title Company in north Florida. The board will handle and centralize project information/data, communication and attachments for Mortgage Short Sales. I need solid basic functionality right away and project to start ASAP. Coder must be able to give ongoing support and updates in the future. Must use MySql Database. Project to Include: Client, Agent and Lender username and password signup with email verification. Private Project message board to handle multiple projects per user and permission based viewing. Projects to include private personal mortgage short sale information, communication log with file attachment support for Clients, Agents, Title Company(administrator) and Lender. Post via email would be a plus. I am designing the basic static website for the Title Company right now. Future ongoing projects may include, other customized web forms and order forms for Title Insurance and other services with customizable auto-responces to the client. Possibly implement a live chat feature to the site in the future.
