Community Commerce Listing Software

This should be a relitively easy project for an expert PHP software designer.? ? I own a site for a loval county that I live in.? ? I need a php backend where local businesses can create accounts and have their information automatically come alive on the site. There would be three sections: 1)? A signup section for customers to create accounts and pay for them via Paypal or Bluepay. 2) An admin section for the site owner to input the cities, listing types, and options, as well as e-mailer to customers, and add news events. 3) A login area for customers after they create accounts, where they can change their information or read news input by the site owner. 4.?
