custom website development to integrate with chat room software

I want to buy chat software with specific features, but all of them tell me I need custom web development for what I want. I want to have a monthly subscription service for members to use my chat software. I need a home page (I will insert the banner, etc myself - I know how to design a web page with Dreamweaver), but I dont know how to create a database that will allow me to get member registrations and handle logins. The thing is, I want people to register (give me their username, email, a few other personal details and their photo). Then I want to be able to choose a unique password for each member and connect it to their username in an easy manner. The admin must not be complicated Im 100% a newbie and have no technical skills when it comes to complicated development what I know about Dreamweaver I've taught myself. I will then email them the password and picture approval. I want the members to use their own pictures of their faces when they login and chat in the chat software not custom avatars built in the chat software. The database must be able to store and remember member pictures when I've assigned (in an easy manner) the approved picture to their usernames. This (database and whatever else is needed to make this possible) must be able to connect or communicate with the chat software. I need an extremely easy to use admin to edit or delete member accounts so that its not confusing and I dont have to login to the server or database to do complicated changes.... Also quote me for the following seperately (I will be deciding if I should do this or not depending on what the first part costs me): I would maybe want to create a VIP private chat room that can only be entered by each member entering their password that they use to sign in to the chat software (otherwise members can simply share the password and login anyway). Or has this to do with the chat software and not web development? Please let me know. I have a limited budget and want this to be done as cheaply as possible yet professionally. Kind Regards Ann
