AdWords API for requesting CPC (in PHP or Python)

PLEASE do only place a bid if you are experienced in the AdWords API, especially in geting the click prices for keywords! I place this project now for the third time so I MUST be sure this time that the coder has already build such a code. And if so he/she will be able to realize this project easily within one day. Okay, let's start! :-) I want to overgive between 1 and 10 different keywords or keyword phrases per GET to a php website and need as the results the click prices (CPC) in Euros for each of them. The target language is german and the target market is Germany. Please set some filters/operations that the script can calculate basing on the lower CPC and upper CPC a middle value which is comparable with the CPC which the website based keyword tool gives out to the same keywords.
