Application to Find phone numbers from internet sources of csv address files - repost

Need a application written in VB or C that is an executable that can run on a windows machine. This application would have a command line variable of a file name. The file name would be a standard CSV file with these fields Street Address City State ZIP Unique Indentifier The program would return the same file name with at "Converted" text added to name and would now include Street Address City State Zip Phone Unique Identifier field same as from input file File would include all records found with phone numbers or not. But phone would be filled in for all addresses that have phones. Application must use as many online sources for phone numbers as possible that can be obtained for free. I have included a sample xls file with some addresses so if you have an application I would like to see the results so that we can verify how good it is. We have already processed this file and have phone numbers so want to compare quality. The file is an XLS file so you can modify the layout if you need to. The file layout is not set in stone. If you need it in a different format we can do that. am on a time crunch and looking for speed and experience I had this project before and a programmer did it and was working great.
