Custom Twitch.tv Wordpress Plugin

Our gaming community at [login to view URL] needs a plugin built to display livestreams from Twitch.tv. There are a few options out there, but our needs are specific. We would like 4 streams displayed at all times, regardless of if someone is online or not. When someone IS online, we'd like it to be organized by current viewers (or optionally by an ordered list) and push the offline streams out of view. Should there be more than 4 streams online, a ' More Online' button to direct to a page with all streams listed with the Onlines on top.
