Directory website

I wish to make a website that contains a directory of all computer repair shops in the country. So this is like a directory website, but there is only one category. A business should be able to add themselves to the website for a fee and this fee would automatically get billed to them when they need to renew their ad. I don't want you to design this system. I just want you to suggest a readymade program that we can use, and your job will be to customize it to the look and design I want as well as add certain features that I need. So for now, simply suggest a readymade program and quote a price you would need to customize it. Thank you
