apache2 troubleshooting LAG

HTTP request sent, awaiting response... (20 second pause) 200 OK when going to my website <[login to view URL]> there is a 20 second delay before apache returns.. directly linking to static content comes up immediately.. its all in cake php.. I changed the IP address on the server and now I have this problem... first one to respond with a solution that fixes my problem wins the bid. Thanks
