CD or Drive Lock

I require to to lock access to CD, or A: or any Drive that a user specifies. Once locked, those drive can't be accessed even thru Dos, Run or windows explorer. Also note that this software doesn't necessarily requires a file to run in the background all the time (try closing the program and check it) It still functions smoothly. I want to understand how this is done, a full code for this small program is what I want from you.
